It all stems from the plan to make National One totally professional and reducing it from from 16 to 12 clubs. Like football it would be renamed The Championship. National Two would become National One and increase from 14 to 16 clubs.
National Three would become National Two and increase in size to two 16 team leagues.
Immediately below that the regional leagues at level five including North One, would increase from 12 to 14 and be designated a National League ... hopefully on a regional basis.
Below this level county bodies would be given responsibility for organising the league structure in their area.
The RFU look like they want to introduce all of this in one go at the end of this season but there are some who argue it should be phased in over several seasons.
