It used to be a big honour to be picked for the County but sadly seems not the case anymore. Any ideas why this is??

Professionalism!!!
Before the professional game, selection to International honours was through the County, then onto Region and then onto England.
I recall the days (a long time ago!!) when the a fair proportion of the England team were playing for the North region.
So it was very important to play for your County, if you wanted to progress onto higher honours.
Please correct me if I am wrong!!!!
