Shay Stadium Report Submitted to Calderdale MBC
The Report on the Shay Stadium prepared by PMP Consultants has been submitted to Calderdale MBC for formal consideration.
The Report covers the following issues:
a. Proposals for the long-term development of the Shay Estate
b. A business plan assessing the commercial viability of the Shay Estate
c. Proposal for the completion of the East Stand
d. An evaluation of the commercial viability of the East Stand
e. Proposals for increased community use
f. An assessment of how the future of professional sport can be secured without financial support from the Council
These criteria were established by Calderdale MBC following the full Council and Cabinet meeting on the 10th and 11th January respectively .
CFK Developments Limited, the Shay Stadium Trust’s preferred developer, have input their commercial proposals into the Report.
PMP Consultants acted as project champion and developer of the operational business plans, in addition to undertaking the overall evaluation of the proposals. They were also responsible for assessing the financial viability of the various options put forward and controlled the overall co-ordination of the Report’s preparation.
A professional team of experts was assembled to assist the process, which included Carey Jones, development and masterplan architects; Ryden, market research and development advisers; and Pickles Architects, the architects for the East Stand.
The SST Facilities Working Group (includes representatives from Halifax Town and Halifax RLFC, who contributed to the brief for the East Stand, which incorporates facilities to enable the clubs to maximise their income streams at matches and also any other events they might organise.
Andy Farr, PMP Head of Stadia, Arenas and Performance Venues, led the PMP team: “It has not been a straight forward exercise in developing a viable scheme. However, we regularly encounter the problems detailed in the report
in stadia here and abroad.
“Calderdale MBC is to be commended for its aim of developing a community stadium because it is only by engaging the whole community that value for money can be obtained.”
Roger Simpson, SST Chairman, said: “I am appreciative of all the hard work that has been put into the Report and I look forward to detailed discussions with the Council once they have considered it in detail.”
Philip Cable, Managing Director of CFK Developments Limited, said: “We have carefully looked at the development options available for the Shay and consider that our proposals for an exciting new mixed-use scheme, which will incorporate retail, restaurants, office and residential uses, recognise the significant position of the Shay on the main gateway into Halifax. We believe that they will act as a catalyst to opportunity, change and regeneration and will assist The Trust in achieving its goals.”
Geoff Butler, Chief Executive of SST said: “It has been a detailed and protracted process however, I feel that from it we and the Council, now know the options available for us at the Shay. This should enable the Council to determine the way forward.”
The next stage is that the Council’s auditors PricewaterhouseCoopers will assess the Report. It is expected that the Council’s Shay Working Group towards the end of September will assess their report.
